A Johnstown, PA, native, he received his Bachelor of Science degree in Political Science and Secondary Education from St. Vincent College in Latrobe, PA. He then received his Juris Doctorate from Duquesne University in Pittsburgh, PA. Attorney Burns served as the editor-in-chief of Duquesne’s legal magazine, Juris.

Before opening his own firm, Attorney Burns worked in the Johnstown law firm of Spence, Custer, Saylor, Wolfe, & Rose, and then served as a Judicial Law Clerk to Cambria County judges Thomas A.
